European Commission confirms Energy Cells project has been properly implemented and will receive EUR 79.5 million in funding

Energy cells, the operator of the energy storage system, has finalised the financial and funding aspects of Europe’s largest energy storage system project. The project for a 200 MW system to ensure the security of Lithuania’s energy system is valued at EUR 96.3 million. This amount is around EUR 8.9 million less than Energy Cells had planned at the start of the project. The European Commission (EC) has also confirmed, through its evaluation of the reports and audits, that Energy Cells has implemented the project properly and that all the project’s indicators have been met. For its part, the Central Project Management Agency (CPMA), which administers the funding, has confirmed that it will fund EUR 79.5 million.

“The Energy Cells storage system, which provides the isolated operation reserve service necessary for the stability of the energy system, is the first RRF project in Lithuania to be implemented and has successfully completed all funding procedures. Lithuania has a lot to be proud of – it is not only the largest energy storage system currently in operation in Europe, but also an exemplary project implemented from the administrative point of view, which has not been subjected to any comments by the EC,” said Minister of Energy Dainius Kreivys.

In October 2023, Energy Cells started to provide isolated working reserve service at full capacity of 200 MW, and today, less than a year later, it has successfully completed all the necessary funding procedures. “Given the scale of the project, the result was achieved very quickly and smoothly, and the project was implemented within the budget,” the Minister added.

For the installation of the energy storage system, Energy Cells was provided with EU funding of up to EUR 87.6 million for the costs incurred during the implementation of the project, while the planned investment at the beginning of the project was estimated at EUR 105.2 million. The project, with a total cost of EUR 96.3 million, is funded with EUR 79.5 million, while the amount of own resources allocated to the project has decreased accordingly by EUR 0.8 million to EUR 16.8 million.

“We have completed another important phase of the storage system project, which has been underway for almost a year, and last week we received the European Commission’s final confirmation that the project has been properly implemented. We have also already received the final decisions from the CPMA, which are very favourable to us, as the project’s share of funding is as high as 82.6 %. This is a truly significant indicator of the quality of the team’s work and the importance of the EU funding provided at the beginning of the project for the Baltic States and Europe as a whole,” said Rimvydas Štilinis, CEO of Energy Cells.

The project is funded by the EU under the NextGenerationEU plan Next Generation Lithuania, a measure aimed at boosting economic recovery and resilience.

The contract between Energy Cells and the project’s contractor consortium, Siemens Energy and Fluence, stipulates that the consortium will provide maintenance and support services for the storage system for 15 years.

Energy cells, the operator of the energy storage system, ensures an isolated operation reserve service required for the security of the Lithuanian energy system. The system of four battery parks, with a total combined capacity of 200 megawatts (MW) and 200 megawatt-hours (MWh), is the first of a kind in the Baltic States and is currently the largest in Europe. 

Energy cells is a member of the EPSO-G group of energy transmission and exchange companies.

The EPSO-G group of companies consists of the holding company EPSO-G and its five direct subsidiaries Amber Grid, Baltpool, Energy Cells, Litgrid and Tetas. EPSO-G and its Group companies also hold shares in GET Baltic, Baltic RCC OÜ and TSO Holding AS. The rights and obligations of the sole shareholder of EPSO-G are exercised by the Ministry of Energy of the Republic of Lithuania.
